What is a Sewer Pegout Report?
A Service Protection Report - also known as a Sewer Pegout Report is a document that provides important information about the sewerage infrastructure on a property.
A Sewer Pegout enables the accurate location and plotting of Sydney Water assets onto your building plans which will then determine if your development area is within the Zone of Influence (ZOI) and if there would be any potential for damage or stress to these pipes during construction.
If your development is inside the ZOI: a design detailing the steps needed to protect the Sydney Water asset will need to be developed in accordance with the Sydney Water standards.

Why do I need a Sewer Pegout?
If you are building a swimming pool, a deck or shed, excavating property, installing a driveway or your development is over or near a water or sewer main, you may require a Service Protection Report (Pegout).
The sewer and water infrastructure in and around Sydney are an asset owned by Sydney Water and it is their responsibility to ensure that these sewer and water pipes are protected against any kind of damage.
If your proposed development site is located over or near a Sydney Water asset, Sydney Water must approve your plans before you start work.
When is a Sewer Pegout required?
Usually as part of any new development, a prerequisite of the Section 73 Compliance Certificate process will require your plans to be assessed and approved by Sydney Water.
You may also require a Sewer Pegout if you are obtaining a Building Plan Approval from Sydney Water. These are usually needed if you are:
- building a swimming pool.
- building a deck, gazebo or carport.
- building a granny flat.
- excavating your property.
- installing a driveway or large paved area.
- building over or near a water or sewer main.
Process of a Sewer Pegout
A trained sewer pegout technician from All Line Plumbing will attend the site and locate the sewer main and any other Sydney Water asset using our specialised equipment within the proposed development area.
This information is then passed on to our report expert who will then prepare a detailed report with the information collected.
It's important to note that the specific steps involved in a sewer pegout may vary depending on the location, property type, and a variety of other factors.
The Sewer Pegout Report
The Sewer Pegout Report is an essential component of the planning and approval process for any construction or renovation work that may impact any existing Sydney Water asset.
The Sewer Pegout Report will generally outline the location and environment of the existing Sydney Water asset. These details include, but are not limited to, information such as
- the pipe type and depth
- service of the asset (sewer, potable water, recycled water, stormwater, easements)
- the pipe size
- the structure and strata which the asset is laid (such as clay, sand, shale, soil or rock).
Note: A Water Servicing Coordinator (WSC) may also be required. A WSC is a listed provider for Sydney Water who can review your plans and help with the documentation needed for your application. You can find a WSC via the Sydney Water website.

- Assessment: Assessing development plans against Sydney Water servicing requirements.
- Notice of Requirements: Instructions detailing water/sewer connections or protection of asset requirements.
- Construction: Works outlined in the Notice of Assessment to be completed by a Sydney Water listed constructor.

When you are building, excavating or landscaping over or near Sydney Water assets, Sydney Water will need to approve your plans to ensure your work won't damage or limit access to these assets. See below for the usual process to obtain Building Over Sewer Approvals from Sydney Water:
- Assessment: Submit your building plans and if you plans appear to have impact on Sydney Water assets a WSC will be required.
- Pegout Report: The WSC will usually order a Sewer Pegout. This report is then used for adjustments to the building plans.
- Stamp Plans: Once changes have been made the WSC will stamp your plans subject to the asset protection requirements.
- Construction: The asset protection requirements will usually be a concrete encasement or the installation of a new junction point.
- Certificate and Approvals: The WSC will then review and issue a Minor Works Details and Project Completion Package to Sydney Water for final approval.
